Many projects are truly interesting and unique. Creators do not always have enough funds for such investments.

I strongly agree with @ anrian062's answer because some new ICO projects don't have enough money to make advertisements. They focus on the platform for their own projects.

They won't use BBB. That's why they raise funds from selling their tokens to scam or to fund their bounty they created. As mention in here they are low in terms of funds.
