Do you think this has contributed to the many scammed projects we see today, since one does not need to work hard from scratch and also considering the fact that most of the ICOs are built on the Ethereum blockchain?

I think ethereum is trusted coin, It is so popular and smart contract. It is not contributed to scammed projects.

No I don't think that there is a direct correlation between Ethereum growth usage and ICO scams.. there are also many scams that have their own blockchain (that simply do not exist!)
