I think the safe price to sell if we have altcoins is when the price is more than its ICOs price for us to earn a  good profit of investing our money.

That will depend on you whether you are confident in the future of cryptos as we know once crypto grow most of the altcoins will follow also, if you want to cut loss you might want to cash out some since you are only taking back the original amount if not just hold it.

Selling really depend on the price normally people will sell during the price rise up high, because of we are going to sell on a verry low price we are really on the big loss. We need to wait for the right time to sell,

The safest time to sell your coins is when their prices in market are higher than the price when you buy them. If you want to sell them now, I don't think it will be profitable because almost all crypto have no price movements in the cryptomarket nowadays. So, for me its better to just HODL and wait for the right time.

Yap, and not only when the prices of altcoins are higher, but you can also sell your altcoios if you have other better reinvestment plans, like investing in a new start up project that could bring in better returns  (profit); and you have carried out proper research on it.
I think that there could many reasons to sell your altcoins other than profit margin. You can as well sell to reinvest also in peoject that has gain much wider attentions than the coins you already own. And finally, you could sell your altcoins if you have meet your goals in the business.

I personally prefer to sell it when the market is green and the price is going up

Don't be rush, wait for a moment patiently. see the movement of number charts. You can sell it when the price has started to rise. so you don't experience losses.
