They can but I am not sure they will. If the government  ever uses blockchain to checkmate corruption, it will help a great deal.

I think corrupt behavior cannot be prevented by blockchain technology because this technology is only a recording system. While the act of corruption is not only related to the transfer of funds between one party and another, but its scope is very broad, corrupt behavior can only be limited by money transfer regulations and policies.

I think it suppose be a tools to stop corruption but just imagine how to initiate it when the wallet are private and the cryptocurrency is not a major currency accepted and in used by government.

Corruption is making the country more devastating and if the government uses Blockchain technology to prevent people from corruption, that is a very good idea. Blockchain technology is very safe, but if you look in some countries, there are people who don't accept this Blockchain technology. Of course, this will have a negative impact on the growth of the Blockchain. But we believe that Blockchain has a very good future.
