Personally, I look out for the team members, their experience, the activities on the telegram group and other social media groups.

Yes I agree with you, even if whitepaper is very important to have a first look at the project, it's not enough to decide if project is a scam or not.
I always try to ask direct questions in telegram channel to team and check their linkedin profile..

Definitely whitepaper are just words anyone can write them as long as your command of the language is powerful enough you can make the whitepaper into flying colours. You should look at more thing in the ICO for example team members and MVP.

Definitely you are right. White paper is never enough to conclude that a project is legit neither does rating the ico on high profiled website enough as well. I wish there was more tools to check the legitimacy of many of this projects

Whitepaper alone is never enough to determine whether is this ICO a good one. Whitepaper can be written by anyone and words does not cost them any money at all.

The problem is that whitepaper is often written by hired people.  They sin by stealing some of the content from other white papers, which is very bad.  CEOs often trust them, and get very badly written white paper.  This is problem.
