New Law In France Sets Out Guidelines For ICOs
The legislation enables the French financial regulator Authorité des Marchés Financiers (AMF) to approve and issue permits to businesses intending to float ICOs in France – but only if “those projects provide specific guarantees for investors.” Issuers will be expected to give full disclosure to the AMF, allowing buyers to make informed decisions about the ICO. The French regulator has previously raised concern over the lack of clear regulation on token sales “as an inherent risk factor of ICOs”, heightening the possibility of loss, money laundering and terrorist financing.

You are right although there are some people who want bans ICOs projects, such as The People’s Bank of China (PBOC) has issued a statement detailing its efforts to stop and prevent crypto and initial coin offering activities in the country. The bank outlines measures against the widespread of overseas exchanges servicing domestic users such as blocking trading platforms and closing down 3,000 trading accounts. But it won't stop the ICOs projects around the world with cryptocurrencies.

Yes the regulation is good ideas for cryptocurrencies including the ICOs but the bans it such as China’s central bank, the People’s Bank of China (PBoC), has today, September 18, issued a new public notice “reminding” investors of the risks associated with Initial Coin Offerings (ICOs) and crypto trading.
The notice, released from the bank’s headquarters in Shanghai, reiterates the severe line that has been adopted by the country’s Office for Special Remediation of Internet Financial Risks, which first introduced a blanket ban on ICOs in September 2017. But in my opinion, UAE authorities just for their region. If the UAE regulates ico globally, it might give benefit for one party (UAE) only.
Maybe each region should have its own authority institution, to regulate their area.

Well soon or later will there are ICOs regulation for global although it will takes long time, but at least for now the regulation of ICOs on local country is a good progress for the ICOs because as we know system of ICOs is something new in the world. We must be patient until all of countries around the world addopts the ICOs system in their regulation of instrument of investment, in my personal opinions it will happen soon and we can make investment in the ICO safety from the scam ICOs.

I agree with you the ICOs will be addopted by mass in the future if all of countries around the world makes clear of regulation about the ICOs because there are many scam projects out there and good news related with ICOs regulation there are some countries started regulation of ICO on their countries, you can check more about it on my posts above i have shared about the regulation of ICO on some of countries.

I also believe ICO will be adopted by mass adoption in the future for sure. If UAE is ready to regulate cryptos then its a very good news. It will definitely boom the market sooner or later. In my opinion regulation will reduce the number of frauds.

Soon or later the cryptocurrencies and any other related with cryptocurrencies (ICO way to get investors) will be used by mass, it will replace the traditional investment IPO on the stocks markets, because it is very difficult for small investors to making investment in it. We know almost all of people can participate in the ICO projects than participate in the IPO projects, the ICO has many benefits than IPO on traditional investment.

If ICO's reputation is still on the right way, it can be adopted massively on the future. But I am a little pessimistic with the current problems on ICOs, it can deface the good name of ICOs. Scam and fake team issues should be handled and solved to prevent the ICOs.

European Financial Watchdogs Ask For Cryptocurrency And ICO Regulations
The European Banking Authority (EBA) and the European Securities and Markets Authority (ESMA) have both published reports, January 9, calling for a European Union-wide approach to cryptocurrency and ICO regulation to help ensure investor protection.
The EBA's results of its assessment of European Union (EU) laws and how they relate to crypto assets found that "a significant portion of activities involving crypto-assets do not fall within the scope of the current EU financial services law." The EBA believes this lacuna in EU legislation leaves the door open for consumer protection issues to arise, and may create an uneven playing field amongst members of the union.
The report provides an example of this: Belgium's ban on the selling and trading of non-mainstream or non-standard assets, such as derivatives based on cryptocurrencies. The EBA says the UK is looking at a similar prohibition, but because regulations aren't uniform across the EU, companies may opt to run their businesses in more loosely regulated parts of the EU, creating a disadvantage for EU countries with stricter regulations.

I agree. Regulation, cannot stop scams and other illegal practices, because, all of these happen, outside of cryptocurrency which is regulated for years. Only education and knowledge can prevent you from scams. You have to educate yourself, to find scam projects and avoid them.

ICO mass adoption doesn't look like happening. Many of the running ICOs are currently not doing good, add to that those who already shutdown their public fund raising campaign and decided to go private

MDEC keen to work with authorities to develop ICO regulations
Malaysia Digital Economy Corporation (MDEC) is looking forward to work closely with the Ministry of Finance (MoF), Securities Commission Malaysia (SC) and other relevant bodies, to help shape comprehensive regulations and guidelines on digital currency trading and initial coin offerings (ICOs), to be released by the end of the first quarter this year.
In a statement, MDEC said it welcomed the move by the MOF to regulate any form of digital asset exchanges or ICO, which will bring much-needed clarity to this nascent space.
"Furthermore, this progressive view of the potential of the blockchain industry is aligned with Malaysia's Industry 4.0 aspirations and will encourage an additional fundraising channel for entrepreneurs and new businesses," it said.

I also think that the system of ICO is very advanced and interesting to promote such a project. It may be used for the future promotion and method by the other companies, however, it must be clear about the project. So far, ICO has negative issues because of its decrease price, scams, and failed.

Thai SEC Approves Country’s First ICO Portal
Thailand’s securities regulator has approved the first initial coin offering (ICO) portal in the country, local daily news outlet the Bangkok Post reported on March 12.
The Thai Securities and Exchange Commission's (SEC) board of directors has reportedly authorized the first ICO portal that allows to screen ICOs, perform due diligence, confirm smart contract source codes and conduct Know Your Customer (KYC) procedures. The operator of the ICO portal is reportedly a foreign entity.
Archari Suppiroj, director of the fintech department at the SEC, reportedly told the Bangkok Post, “Thailand's first authorized ICO portal is being finalized for official approval with the relevant government agencies such as the Commerce Ministry. ... The first ICO deal will be available for public offering in the near future under the digital asset royal decree.”
