National security risks is really overused excuse to arrest someone or stop someone from doing something they don't like. ASIC designed only to mine cryptocurrency with specific algorithm. How can ASIC affect U.S. military installations? It doesn't make sense.
Of course it is something overused, they use it for many things, and in the vast majority of cases it does not have much to do, or it is not clear, that it is related to national security, so we could call it a "perfect excuse". I don't think the problem itself is the mining ASICs, but rather, as written in the article, "certain improvements and equipment".
