Nothing to do, investors are aware already about the bad trend in ICOs. You can see the lack of interest from investors on ICOs. They move to IEOs that can provide better solutions and more secure for them. In this way, I think ICOs may be disappeared someday.

ICOs need some improvements, at least they must list the coins at the beginning. I think investors will be interested if ICOs can provide exchanges at the early stage. They can see the process of buy-sell the coins immediately. It can be one of the solutions, I think.

Even IEOs are doomed.
From the newest stats, a lotta projects are having issues raising money from IEOs. Like Soraix. It raised a grand total of $184! Not kidding you. Token sales generally are poor. Apart from loss of investor interest, many projects aren't worth the whitepaper they are written on. Plain crappy

I still remember how it felt to be tricked and after seeing the website not working, it made me very upset about the fraud project that did ICO in 2018, maybe there are still good projects out there, but I will buy a new altcoin from the exchange, more precisely I will trade to avoid this fraud

it's hard to believe again if almost 50% of the ICO is currently deceiving investors,
investors will be right back if the project offered is 50% real and has begun to operate rather than just starting to develop

I think that ICO projects can be restored to their former popularity only through state regulation of this type of activity. Of course, regulation should be from an organizational point of view. The ICO team must be checked and registered, the state must clearly determine the rights and obligations of participants in these relations, and above all, to protect the rights of investors. Only then can order be established and fraud if it does not disappear, then its level will significantly decrease.

Any proposed changes can be implemented in practice only if individual states will regulate the activities of new ICO projects. Because everything we offer here, ICO teams will continue to be ignored. Only the states themselves and their authorized bodies can restore order in this type of activity.

I personally think ICOs may gradually fade away because of investor lost of confidence from the new start up projects.
And now, IEO is gaining much ground, a complete new way of raising funds for new start up companies that actually started last year, 2018.

Well the best way to back the popularity of ICO is that someone launch a site that can determine which ICO is legit and fake, the site must research deeply to the project so they can determine it and no bias.

I suppose to return those investors before the year 2017, of course very difficult. If you look at the developments in the year before 2017 that there is not much competition. But after 2018 many projects and increased competition.

However, many new projects are fake and the project fails. So many ICO projects are used to commit fraud against investors.

But I still believe that at some time investors will re-invest as in 2017.
