Title: france want to create tax of nationality

I find it truly absurd and far-fetched to have a sort of tax that follows your nationality
if you are french but live in spain, the state looks for you and forces you to pay taxes

why aren't they so eager to ask for taxes from google, amazon, ebay, microsoft who only pay a fucking 3%?

Well, there are international tax treaties among countries and citizenship also plays a role in it. Depending on what was agreed upon, these laws are set to prevent double taxation for one individual. It would be possible that if you earn from working in Spain, the Spanish and the French Government could create a new agreement that you don't need to pay in Spain but you'll be required to report your income to the French Government. That sounds ridiculous but it's just an example of a treaty between States.

yes, I understand what you are saying, but tell me which state allows you to use its services for free and tells you, no, don't worry, pay taxes only in your home country

Unless that country can obtain some tax money from the other country, I do not think this will happen, and since the matter is complicated, the tax associated with the location is much easier.
In general, taxes are a hot topic for governments, and they rarely try to provoke the middle class by allowing legislation with taxes exceeding 30%. In my country, there is no income tax, but there are taxes on goods and services of about 15%.

an idea as absurd as 1984 for all intents and purposes
so even if you move somewhere else, you have to pay taxes for your state? lol
There is no point in states like this existing
