Indeed, there are some who are scam but not that many in number. The project is sometimes used by people who want to commit fraud by utilizing ICO as their medium. I see many ICOs projects that are successful in the market with their development of projects or good company portfolios. Maybe you should analyze the fundamentals of the ICOs project that you joined, one of them is the legal status and their product.

It is easy to make money over ICO. If you want to raise money for your startup, you should be looking for a good investor or a couple of them to make good money and blow life to your ideas.
Now, instead of searching for 1-3 people to invest money in your product, you can ask for too many people to invest in small amounts to your idea. This is a better way.

Now, so many people see this opportunity and they are raising money and go away since there are no any regulations on this area.

Because many people can create their own ICO project so easily. Many ICO project this year just pop up like mushroom without any information background on it. And many of this scam ICO are doing by only the same people who are creating scam ICO. I hope this will be change next year so I can invest again in any ICO that have high rate of profit.
