I think this is final, i mean he really mean it this time as he doesn't have any more motivation to fight. With this announcement of Fury, then it is final that we can't see AJ vs Fury happening so better for Joshua to retire as well

I have a strong feeling we'll see him fighting again. Obviously, he must have lost a lot of motivation after losing his undefeated status to Usyk in their first fight and then failing at the rematch. So no wonder his immediate reaction is to give it a rest and move on. But after sitting around and doing nothing he'll get hungry again and will come back. He still has plenty of options that could earn him $ millions, this is hard to turn his back on.
I believe Eddie Hearn is pressing hard to get him to fight Anthony Joshua, which would be a great opportunity for either of them to redeem themselves and get back to the top.
And even if Fury won't fight any official fights anymore, he'd likely return to the ring for some exhibition fights, maybe a rematch with Ngannou, maybe Jon Jones
