I agree with you that it would be hard. The governments cannot control exchanges in other countries though, that's why they are afraid. Besides, people can always take it from the exchange to different addresses but of course, when they are going to get it to a bank, it has to go to an exchange, so no, it is not a good thing for tax evasion.
