introduction of Reporting Abuser and Karma Abuser penalties

We implemented a solution to a common abuse cases:

- Karma abusers: those that are caught abusing with karma > penalty: they will lose ability to issue karma.
- Reporting abusers : those that abuse with reporting, and start reporting a lot of posts without a real reason > penalty: they will lose the ability to report.

Yes, especially spam and topics in wrong section.

Spam will be deleted and topics that do not follow the rules of session will be moved to quarantine.

This will help a lot especially for those who are abusing their authority, this will make them stop doing things like that because this may result of penalties.

I started to report abusers again after last announcement from Admin about reporting. Thanks for answers Claudio2.

How much can I report each day?

I don't hunt for them only report when I read the forum and find something so there should be no problem with any limits this time but I would like to know for sure.
