Yes. it is what it looks like.
They are scamming an audience that have already been scammed, or maybe newbs who might have trouble
setting their wallets. Then they offer help but in actuality will steal all they can.

Which exchange do you use and lost your bitcoin? Always try to trade in reputed exchanges. Don't trade in new exchanges because they may do scam your valuable assets. Be careful and aware from now.
