Bitcoin is already money for the whole world. However, in practice, it is unlikely to be used by half of the world's population. So far, it is valued not as a means of payment, but as a speculative means. Given that most cryptocurrencies have long bypassed Bitcoin in terms of functional qualities as a means of payment, that is, use as money, it is unlikely to be used in this capacity by states and their bodies. For this purpose, they will contain national digitized currencies. We must agree that most likely, bitcoin will be money for serving citizens.
