Yes, this is precisely the approach that the Chinese government is now using to create its digital renminbi. There, commercial banks are attracted for this, which are already actively participating in testing the digital renminbi and will continue to participate in its distribution. Apparently, they also have a part of financial obligations.
However, I have not heard of other similar cases.
