Bloomberg’s report that provides crypto outlook for June says that it expects Tether to pass Ether as the number two cryptocurrency on the strength of the dollar. See more for yourself here.

I don't think it's time for Tether to overtake Ethereum at current prices because Ethereum is millions of USD from USDT in market capacity.

Tether cannot just take over Ethereum's place on coinmarketcap regarding capitalization as they are not a direct competitor. Once the upgrade of Ethereum v 2.0 is released to public with the way it's value is increasing lately and holding strong, it won't take over. Even if Tether manage to climb up to number 2 on coinmarketcap, it still won't be justified as higher because Tether is simple just digital dollar while Ethereum is a blockchain coin with numerous functionality.

I think Bloomberg is far from thinking about it because now Tether is again overtaken by RIpple.

Indeed this Ripple is extraordinary when the price goes up, Ripple easily beat Tether.
If Bloomberg talks like the one in this thread, then I think "it takes a long time" to reach this reality.
