Yes, there are clubs that sometimes don't give permission, or they make it difficult when one of their players is called up to the national team, I think that's normal because they are also worried that one of their players will experience something unwanted.
It's expected of everybody including fans of a football club to show concerns for their major players whenever they are being called up for international games. Personally, I show concern as well, and I even get excited whenever some of the players don't get called up. I feel this whole international break and call up will be a problem this football season, because UEFA has chosen to change the European competition formats, thereby adding mor games.
Too many games for the club side already, with international competitive games. I feel most players will start making up stories just to avoid those international games, which will definitely be a problem between club sides and country sides.
Arsenal lost Odegaard to injury in the previous international break, and Saka got injured yesterday. There is no way this won't be a problem for both sides. City had a couple of injury worries in the last international break as well. And there other teams as well that are suffering the same thing.
