Suggest a method to limit spam posts as news

We discussed in the Telegram group the issue of too many spam posts in the form of cryptocurrencies news. Even when the 3 news posts/member/day/section restriction applies, the "smart clever" members can still think of ways to post news in many different sections & languages. Finding news sources in many languages is very easy, even if they use Google Translate, we cannot fully understand.

And the fact that I see a lot of people working on this approach to rank-ups quickly and easily.
I agree that news posts have its own value, but if they don't reach members they shouldn't be overused for rank-ups.

I would like to suggest a solution to this issue. We are crypto forum, and forum serves two main purposes: information acquisition & discussion.

Should we limit the right to create a new topic based on the number of comments they have? Assuming a person has commented 100 times, it is possible to create up to 100 topics (including discussion questions and news).

According to the forum profile info, we have Total Posts & Total Topics Started. If the above rules are applied, a member can only create a new topic when

Total Posts/Total Topics Started > 2

This can be difficult for some subjects:
+ Beginners (rank Baby steps): sometimes they have problems and need to create a topic to ask for help;
+ Bounty Managers: they just need to create a new topic, no obligation to comment;
+ Admin/President/Senators/Mods/Jr. Mods: usually have to inform forum announcements.
We may not apply this rule to those accounts.

This rule is not new, you can see the same thing when using Twitter: A user is only allowed to follow a certain number of other users based on the number of followers he has

I totally agree with this suggestion, to reduce spammers by limiting news posts. but how do implement it ??
