The reality is that as BTC price goes high, so as the transaction fees unless when we are using the Lightning Network. In El Salvador, when Nayib Bukele announced that Bitcoin is a legal tender, I believe that businesses are using the Lightning Network in order not for the customers to wait long minutes to get their transactions confirmed. However, fees still exist in the Lightning Network.
Hopefully that one day at least we could see BTC having a fixed low transaction fee rather than just relying on the blockchain network's condition. As long it remains as proof-of-work (PoW) concept, it's now impossible to make the fees lower. If it does under PoW, most likely the transaction will fail.
