I agree with @rizqillah, the only reason is that they don't want to pay, and the reasons are clear. Most of the time, when a team needs promotion and the project is just starting, there is little or no funding available for the team, so they are looking for a reputable Bounty Manager to run the bounty campaign, the budget is usually large and everything works fine while the bounty is running, but when it ends... They find problems where there were none before, bots that are people appear, everything is badly done... Why does that happen at the end of the bounty?. For the simple reason that they already have all the money they needed (or even more) and they feel powerful and above other people, they think they are untouchable.
There will not be peace for the evil ones.
