Of course, the holders are the ones that needs to be bullish because after all, they're holding a coin that MIGHT change their lives... or will it? 
Indeed. Holders/investors must expect profits. There are some investors to expect much and there are who set realistic targets for profits. Those investors who expect much, probably to have a dream that Doge will change their life. Unfortunately, it looks like Dogecoin era has been over already. How to expect it to change people's life?
Like you, I'm not a holder of DOGE, but I'm putting the coin on my watchlist just because of the fact that it's the OG meme coin and I already said after the great Kabosu died (RIP to him) that I will hold DOGE for the long-term no matter what happens. It's like when the bear market starts, I will allocate a portion of my portfolio on buying DOGE. More like a vow to myself. 
I'm also watching or even monitoring Dogecoin sometimes.
Finally, I decided to buy some Dogecoin because I see this coin doesn't increase much so far. Since it is leading meme coins, there should be a pump in this coin someday. As long as meme coin is trending, holding this coin looks quite promising. But I never hold a big number of Dogecoin, I just bought some Dogecoin.

IMO, it is still possible that Dogecoin to reach $0.3 - $0.4. (my goal)
