Ordinary citizens who use mixers for their own needs are something completely different compared to the same mixers being used by a government that is under sanctions. The question is how much such knowledge would affect the even greater organization of Western governments in the fight against everything that enables privacy, including mixers.
Many news report hackers from North Korea use mixer, so it wouldn't be surprising if Russia government also use mixer. And aside from western government going after mixer, there's also possibility might run their own mixer which intended as honey pot. After all, FBI already did that with "privacy" phone called Anom.
NK is a good example of how a country under sanctions can benefit from cryptocurrencies, but I have already written many times that it is somewhat unrealistic to attribute all hacking and use of mixers only to that country, as if there are no hackers and bad people in other countries of the world.
True, those in power often play dirty games to ensnare those they deem dangerous - the anonymity that comes from having someone build and run a mixer is ideal for such activity.
