Even though we may not agree with the existing rules, as citizens we can only obey them, unless we have the power to propose certain things so that it can make the government reconsider its rules or policies. To be fair, the government knows the real use of cryptocurrency but because it's a new thing and it's against their financial system, they wouldn't allow it since it's something they can't control, and for that, they set rules that would discourage people from using it or threaten them and that's very bad, if some of them has opportunity to invest in it, they will do so but their career is what they are trying to protect.
It's only a matter of time, crypto will become a normal thing in the society and the places where it's been hated today, it will be free to use. In worst cases, they would regulate it and that's better than making it completely illegal to use.
