It's because majority of games are luck based, slots, roulette, and others. Well, I don't think experience guarantees winning in gambling. Experience can only guide in the way we approach the game but not to guarantee winning. People who go beyond their budget when gambling I think lacks self restraint which I think most times is as  a result of  addiction and this they can not control because in some cases, they are chasing their loses or possibly being greedy because I do not see any reasons why someone who has already made a budget for gambling would go beyond it if not for self discipline and control.
