so sure i have not bought any tickets for a long time. but i think they are not lying about helping the poor since at least in my country, they actually do help the poor particularly for health services.  still the lottery backed by my government is shrouded by scam. recently there was senate hearing about it due to successive winners.

I know cases with government lotteries made fake winners, and they used special weight to set up numbers they want back when they didnt have computers to make this scam much easier.
So all this government schemes are multi layered scams working on many levels to trick people and take ther money.
They dont need any lotteries or modern sms schemes to help poor and sick people when they are the one printing money 
Only thing they need people for is to create volume and money flow.

But winning the lottery is why many poor people and other middle-class people venture into the lottery because, of course, if they are lucky, it is a big amount when someone wins. So it's just luck if no manipulation takes place.

Why is it a scam?

Government is already forcing you to pay so many taxes, so why would they need to force you for doing that with lotteries? 
This scheme was invented as their extra passive income and additional voluntary tax.

No, it's not a scam, I'm with Stompix on this one. What happens in the lottery is public and if people are fool enough to play a game that only returns between 50-70% of the prizes collected, as well as charging taxes if you win in some countries, that's your problem. And I include myself among the fools who play from time to time. I don't know if it is also said in English but in my language some people call the lottery the tax of fools or the tax of those who don't understand mathematics.

You win a car in cereal box competition, guess what, if the promoter doesn't pay the taxes for you yore going to have to pay 10% or 19% of the value for the car as taxes, it's considered income. For two years I've been paying tax on my earnings from betfair, they only cover themselves up to 1000euros in tax the rest is your business, does that make them scam?
It's the same for casino, so , again here is the scam?

You buy a lottery ticket, you lose you lose, you win you get your price and you pay taxes.

All those who win the lotto draw are taxed. Here is the size of the tax percentage that is deducted from the lotto winner. There are also instances where it was reported that a lotto bettor didn't want to give what he won just because it was torn.

But it is stated in the law that as long as the barcode on the ticket is not broken and it can be read by the scanner machine, it can be considered that it is still fine, which is why it took 10 years before the winning prize in the lottery was released. Are you referring to tax or the lottery? Is there a country where people need to pay for a lottery? A casino (a legal one) would probably require you to pay tax anyway so they're basically the same thing no? I think the discussion about tax and the lottery itself kinda jumbled together so it is hard to see which argument tackles which point.

My country used to do a national lottery every once in a while, but it no longer does that since it just incentivizes people to be reckless with their money, not to mention it clashes directly with major religions in my country. I think that's one good thing if you want to point out a positive thing about my government, albeit they seem to keep struggling with people abusing their power every day.

an incident like this where a poorman won a lottery but the ticket was accidentally ruined, there was a lawsuit since the poorman fight for his money.  almost a decade the poorman finally got a decision which he would keep the money.  but the lottery office hold the money still. this is just one example that even the government is a scam.

I was talking about lottery first, but like I said government lottery is in fact another form of voluntary taxation for the poor people.
This is something that was discussed by many economic experts not just by me.
Paying taxes is another form of scam since it is mandatory to pay this in most countries, with some exceptions.
Governments are than using this money collected by people to make war and create more manipulation.

The government are the number one scammers in the world. They would select who would win the process and only their lackies they would select so that they do not run into trouble if there be a misunderstanding  amongst them. Then after deceiving the poor masses who spent their resources to buy tickets, they make announcement of fake results to them and keep the money to themselves and give out the little money as they have agreed to the winner. I have no doubt about what you have said about them investing in politicians so as to remain in office for a long time as a reward for their loyalty and commitment.
