Maybe they know something we don't know about Ruja Ignatova.
I recently watched very interesting BBC documentary about her connection with Bulgarian mafia and criminals from other countries.
Most likely she was killed by someone, but there is always a small chance for some other outcome.
It would be good if we knew her Bitcoin addresses to see if there are any movement of coins.

I do not think that anyone is "impossible to find", if a person is alive, I am sure that they can find that person. Hell, even if she is not, they can just keep on following the leads and figure out what happened to her, with proof of DNA. Why? Because its 5+ million dollars we are talking about, and there are a lot of people who would love to get that and retire a wealthy person. I just think that people are not looking for her, because of lack of trust towards the government, I wouldn't search for her neither, because I honestly do not think that they will actually pay up. That is their trouble, and they need to fix that first.

Not as much as 5 million dollars, but hey if you can't have 5 million then 250 thousand is better, right?

The FBI is very bad at removing notices for dead people, even if is widely understood that the wanted person in question really is dead (for example, if it's on the news everywhere).

I think he also had criminal history for fraud, robbery and fraud in his home country before that.
What is suspicious for Ruja Ignatova case is that FBI updated information and increased reward, so they probably received some new insider information.
Maybe things changed after latest BBC documentary about her.
