Don't get me wrong, scammers are definitely responsible for what is happening, but a large part of the responsibility lies with people who should have grown up a long time ago, and not believe in fairy tales with 30+ years on their backs. Maybe they should blame their parents for not teaching them better, or they should blame the system for not educating them better through primary and secondary school education.
I have no doubt that such data (if we consider them accurate) will influence the legislators to pass some new laws and tighten the existing ones, but in my opinion, two things are key - education from an early age, and much stricter punishments for those who are caught and convicted.
