There is no right or wrong time, if you bought when price is declining or you bought now considering this is new ATH you will still HODL until the next run assuming you mentioned long term investor then the price is obviously gonna be higher than today based on stats. The only difference is the return or investment will be high when someone bought the BTC at it's lowest. But no one can predict the price that this is the lowest and this will be the highest.

For long term investment, I don't there's anytime that's not right for investors to buy Bitcoin but it's always advised to buy when there's a dip so you can always be on a safe side. BTC price at the moment is high and is even expected to rise higher than the current price in coming days so I think buying now won't be a bad idea especially when it's for long term investment.

Whatever happens, always, always wait for the bear market before you accumulate Bitcoin.
Don't buy during the bull market, buy after the bull market.

Yes, you can still buy at any price, but of course the amount of Bitcoin that you could've bought would be even higher if you just waited for the bear market to happen. Yes, it's still a long-term investment, but at some point, you will feel some regret and disappointment at yourself because you could've got even more Bitcoins if you just waited to make a correction.

I recommend for the investors to wait for the dip before buying, but it isn't a rule of thumb, and you can still buy anytime you want to.

Seeing that the market has just 2 seasons, the bull and bear season... If I tend to start accumulating now for the long run and the bear season comes by, I'll see a reason to regret not patiently waiting for the price to drop down so I could posses more assets even with the amount used to purchase during the bull season where the price was a bit higher.

This is quite expensive if we plan to buy bitcoin because when compared to the price of bitcoin during the bearish season it is very far. We should buy altcoins because some altcoins are still far from ATH.

In using the DCA method we must observe the market price, if it is too high we should wait until a correction occurs. Like the current bitcoin price is above $ 90K, so I decided to wait for bitcoin again when the price drops below $ 90K.
