I think babo means from the list of 35 participants, most likely there are users who have some kind of penalty such as dots, that's how I interpreted his message. Maybe there are alt-accounts and cheaters in that list

of 35 parcipants 10 can be extracted for win a prize, only 10 win a prize and i use a bitmover tool for this purpose
so we have

5 winners of contest, one for each category
10 winners of prize, extracted random from all partecipants (of course)

My only concern is why he is still delaying to do the raffle so we can see the remaining 10 winners from the overall person that voted. If it's because of the red dot participants then remove them from the list.
