Can the judge issue a sentence that's more than the maximum? As I understand from the article, he could be jailed for up to 30 years only or is that per charge? The victims should probably go to their lawmakers to propose changes to laws against these crimes.

It's per count of felonies.
Madoff was sentenced to 150 years because he was found guilty of 11 felonies, security, mail, bank fraud, money laundering, perjury ,and whatever else was there,  Mashinsky has pleaded guilty for the two felonies so at maximum he will receive something like 30 years but probably it will be something between 10 and 20 years.

Everyone who crashed during the 2022 winter should be fined and banned from the financial sector at minimum, for gross negligence, and the more egregious offenders like Mashinsky, SBF, Do Kwon, and Su Zhu and Harvey Davies from Voyager should all get jail time.

SBF in particular should have gotten a life sentence for basically running a beachfront party disguised as a company. But whatever. 25 years is good enough.

My opinion is that whatever the punishment, it will always be too little considering the damage (not just material) suffered by the company's clients. I know that there have been cases of suicides when it comes to cryptocurrencies, but I can't say if any of the cases are related to the companies in question, but i know that people were quite traumatized when they lost maybe everything they had.

Unfortunately, that's the dark side of the crypto market where anyone can be the CEO of a company and promise completely unrealistic things that end up disastrously - and that simply shouldn't happen. Part of the blame also goes to those who believed that there was logic in investing in such things, because they are such obvious ponzi schemes that I really don't understand why people fall for such cheap tricks.

If all these people just held coins (BTC) in their wallets, they would have earned far more than with this so-called "lending" that turned into a disaster.

Well many people or users could have consider the punishment as too little, unfortunately the pain of all losses remains on the individuals that were affected, and fo me, I think users demanding extra punishment is unnecessary because this funds could not be recovered, probably gone to thin air.
I will advise that they should forget about any extra punishment, except they can recover the funds, they should carry on with their Life because when there is life, there may be hope of replenishing the lost funds.
