I think a successful project is seen as good from the sales period. if the project reaches hardcap the project will be good when it is on the exchange.

I am of the opinion that a project reaching it's hard will definitely give the finance advantages to execute the goals and objects of the project. If the hard is not reahed, the company may  find it difficult to complete it's set program according to the road map. Nevertheless, some of the projects, when lunch on exchange, may attract more investor to buy the coin/token; especially if the project has some real economic value it is solving to the general public plus it's users, there by increasing it's full needed capital to continue the project development.

Even though a project cannot reach its hardcap if the project is of some substance i does not think the value of it will be affected in long term or short term.

Yes I think It is difficult to detect good projects. Because many projects are fail, The poject is not interesting for investor.

ico always set the minimum target to achieve that is softcap. If ico reaches the softcap, their project will continue to be maintained. But the hardcap is something harder and the price of a coin does not depend on the hardcap

I think if the Ico project does not reach hard cap does not become problem because, the most important is the soft cap is reached by the developer of team.
The price of token when it is listed on the exchangers usually the price will goes down and it need time to increase in the price around couples month later.

Yes , I think the value of tokens depends of demand. So If demand is so high , the price will rise.

While it does sounds cool, the absence of regulations expose investor’s money to huge risks. This makes ICO a very high risk and high reward market.
