Binance Re-opens Limited User Registrations and Adjusts Referral Program Terms

Binance re-open allowing limited user registrations. To ensure performance for their existing users, only a limited number of new registrations will be allowed each day.  Registration open times will vary from day to day, without prior announcement.

Additionally, the Binance Referral Program commission rebate will be adjusted to 20%.
