وكما ورد سابقاً، فقد اقترحت وزارة المالية الفيتنامية أولاً فرض الحظر الشامل في يونيو/حزيران، بعد أن رفعت السلطات في البلاد تدقيقها على قطاع العملات الرقمية المحلي. وكان هذا في أعقاب عملية احتيال متعلقة بعملية
 (ICO)
 كبيرة على مستوى البلد.وقد أفادت التقارير آنذاك أن عملية الاحتيال هذه أدت إلى سرقة ما يقدر بـ 660 مليون دولار من 32 ألف مستثمر محلي. وأدت التداعيات القصة إلى طلب الرئيس وزراء الفيتنام من ست وزارات حكومية والشرطة والبنك المركزي الشروع في التحقيق في عملية الاحتيال هذه
