Yes I agree with your agreement because maximum ico based on Ethereum based platform ERC20. But some ico are in BTC based, Fiat based and others.

Of course , I agree with you.  I think Ethereum is the King of all altcoins. Basically king of ICO. Most of the ICO use ethereum platform. Ethereum is very popular and  trusted coin. Ethereum hardf0rks are coming soon. I trust it after bitcoin.

The logic of smart contracts allows building amazing dapps so I would call ETH as a kink of DApps (not just ICO).
