I've given +20% warning, as only two spam posts so far, so best to wait for a third to be spam (it almost certainly will be) before sending to misbehaving.
If you or other mods feels it's appropriate, then add another +20% for the user to be moderated for the time being

Shall I move these topics to Incentivised Posting/Shill or Trash, or Advertise Your Stuff?

Trash will do just fine. IP section is for shills promoting a specific crypto-based project/coin. Generic spam can just be #trashed.
If it's a one off advert, then can be moved to Advertise your Stuff out of courtesy, but no point when a user is repeatedly spamming.
If you do move posts to IP section it does mean I find the users and can act accordingly, but I also do this from the mod logs anyway.
So don't worry about it too much, as long as I can find/be presented with these users to moderate/punish then either way it works
