Ahh, OK. Guilty. But you may have to tell the man that before you punish him for it. And if he still does it, then double the punishment.
But that's just my opinion.

p.s. I know, I'm sometimes strict, or mostly, but I still believe that people who intentionally harm the community should be punished more severely.
