When to trade altcoins?

You can trade any altcoins, make sure it has quite a high volume. I suggest you should still keep your half of assets at a stable coin. I only use 20-30% of my investment for altcoins trading

You can sell your altcoins when BTC price is high when paired with USD. This means that when you sell your alts, you will get less BTC the amount will be more when paired with USD.
Also, if the price of alts is rising while BTC's price is not then it is a good time to sell the alts. It is often seen that alts price keeps depreciating when the BTC's price increase, hence it is the best time to sell the alts when BTC's price and alt's price increase.

That's true. Bitcoin seems more stable, and the price tends to be difficult to rise. If you plan for short term trading, you are better to choose altcoins. But for long term, I advise to choose bitcoin. It's my opinion.

In my opinion every cheap coin is good for day trading.  But if you really want to do day trading you need to be very careful because there are a lot "monsters" there.  They only care about profit, nothing else.  They will pump and dump in no time before you realize what happen.  They will never ask if you are ready or not.
