Why do people come up with scam project?

I seem not to understand why people do come up with fake projects and present it in a suitable way and still gain the mind of people, what do you think let's talk.

I think it's a kind of herd mentality when people try to believe in something. As we know ICO returned a really high project a year ago, people see that as a big chance to get rich but can not analyze Will that project trusted?

As long there are people willing to invest in stupid scam projects, scammers will continue to make this projects because simple they find the dumb people to scam them. When people start to think and be careful with their money scammers will just stop and move to another thing.
