altcoin will be a bull market in 2019. Is it true?

in 2017 the altcoin experienced a bull market,
but different in 2018 altcoin has a bear market, even very severe,
and some people give up on this situation.
if we look at statistics, the altcoin will experience a bull market again, at least these signs will be seen if the ETF is approved,
but if the ETF is not approved, chances are the bull market is still far away.
what do you think about that?

Some people are keep predicting that if we will not going to have a bull run this year it will be on 2019 around January or Febuary they said and I hope they are right.

Definitely, tomorrow is not the same as today. Therefore, the past is not the present. Cryptos activities won't be the same bull run and bull run or bearish and bearish. Somehow we need to adjust to survive the volatile world of crypto. Crypto would not adjust for us but we must adjust.

ETF can be a strong medicine to crypto revival, but will 2019 be a bull market it is still a big question mark we can analyse by historical data and the statistic do carry some weight to the future however this statistic is not a 100% foolproof method.

Well based on your prediction of cryptocurrencies price be supported by the data of ETF, i agree with the prediction that alternatives coins will be bull market in 2019 the reason for it, there are many government which supports cryptocurrencies including regulation of ICO on their government. But it is just my personal opinions about the cryptocurrencies price in 2019.
