Ofcourse I believe so it will happen but when we can not predict exactly because market never runs in a same direction. I think this is the worst year for crypto currencies so far. Hope we will soon see green market again.

By now I think everyone gave up the idea of a bull run at the beginning of 2019... it will happen for sure, but only when the whales have gathered enough coin to sell to us all during the next bull run... maybe at the end of 2019? who knows...
in the meantime, it seems to be starting a great alt season
