Well, just as the name already suggests, normal business usually and already has enough capital that is sufficient to carry on in its business, while start-ups may also have some capitals (but not enough capital) to finance their products, but still they have some things to be settled so as to enable them to bring their products to sell, or they may lack enough capital to render their service efficiently. In other words, a start-up may not yet have a well developed business-work-frame, just like a normal business.

Yes, startup always requires technology but the truth is all business, both startups and normal businesses has risk, so before  you think about investing your business plan or idea, you should be able to manage the risk that are involved too, so you don't go on bankruptcy or have your business fall off the market.

Normal businesses take a lower risk because their aim is sustenance and steady profit. Startups are sometimes started by people who have the intention to make profit in a shorter period from the startup, or sell the startup to another company or individual.

The similarity is that they are both intended for profit.

a taxi is the traditional service but by innovating and incorporating technology, it creates uber which is a great example of a startup
startups are usually a lot riskier since they are still trying to breakthrough to a new audience compared to traditional businesses where they already have a preexisting market

another example is netflix everyone used to go out and watch movies or have to rent out movies to watch in their televisions but now they just need to subscribe to one platform and have all kinds of movies and series imaginable

Both started small but startups tend to prioritize capturing the market first. I mean to expand and expand.
