Of course there will be. Due to the unstable and bearish market, many project were either put on hold or postponed until when this market will be fair again. Those projects and new ones will certainly emerged...including the scam ones.

Yes, it could be a project that was canceled in November and December, they continued in 2019, because indeed in 2018 the crypto world was down yesterday, many projects failed, while the projects still survived but they extended the ICO period, because the softcap hasn't achieved.
