you are right, but, for now, there are some ico that don't provide bounties. because they have strong investors. and if that happens next year, there will be no more bounties.

Yes I think Bounty is good for ICO or crypto currency.  It is the best way to promote. It is also good for bounty hunter get income.

I think it is still a good time to do the bounties. Crypto market is in a huge bear season that's why the projects can pay well. I know that most of the bounties and ICOs are trash but if you find a couple of high quality ones you will earn a lot in the future.

I think doing bounty now is for long term income. I rarely see a project that can improve its tokens once listing on exchanges. The tokens need months or even not improve till now.
