I'm sure their argument mostly centered around the voluntary participation of mixer developers to facilitate such transactions. I remember reading somewhere that the government will let mixer do their thing freely if they can get access to their mixing data behind the scenes or do KYC. I don't think any good mixer will do that because it will send the wrong messages to their key customers.

It's because CM was popular that time and maybe the hackers thought that they can get away from using them before.

For sure though, mixers after that might have learn from that mistakes.

I think that hackers most used options is how to spend their stolen tokens which may be limited to exchanging the stolen token into Fiats.

Like i said before, mixers is purely on anonymous purposes, but many people that concluded that hackers will patronize mixers to launder their stolen tokens, should also considered other options which may be the most prevalent, like converting to faits through P2P, or Dex Exchanges

i think fiat can only be easier to track if you were holding them in banks or other centralized platforms
