What I would advise is that you tell your friend to always have a budget for gambling because I see he has no self restraint and as such would put all his funds into gambling which is not advisable to do. Already from what he did one can tell that he is an addict with no gambling budget and as such, gambles with whatever funds that comes his way.

Gambling in and of itself is not a wise or optimal course of action. Gambling has the power to make you feel both happy and miserable. What do you think this guy should do to stop this habit because I have tried my best to stop him but no way. You input is needed.

He's too addicted to understanding good reasons no amount of persuasion will do just assure him that you will be with him when he wants to reach out and wants a way out, but don't lend him money anymore it's like supporting his vice Just say no, he will in the end finally realize that he is hurting himself and his family and his finances just look for a sign that he wants to change and be there to help him by leading him to the right people that will help him cure his addiction.

Just like you said he's way too  addicted to listen to anyone, at this point talking won't be enough only actions can be taken to mitigate this habit. one thing that can be helpful to him is restricting him to have access to his funds and every single expenditure he wants to make must be done by someone he trusts, it could be family, friends or whoever is capable of making sure he takes care of his needs without trying to purchase them by himself, this would help to control his impulses so he wouldn't be tempted to continue gambling.

I have had a gambler use important money that was not even theirs to gamble, and that is an example of a chronic case of addiction because of the lack of self-control to know that important money, especially not the one meant for you, be used for gambling. On the side of people borrowing money to gamble, if I am the one in the position where I have been asked by a gambler I know to borrow them money to gamble, I will decline and write off such an individual as someone unserious with their lives.
