It is very easy for someone to impersonate your Telegram account. A rather insecure option for recovering a forum account

Quite complicated. You would first have to prove that the IP address is yours, and then that no one else is using it. Again, the one who is supposed to reason about it will never be 100% sure of the accuracy of everything.
Plus that way you are forced to give some personal information.
