In my opinion, a gambler cannot gamble without experiencing emotional distress at some point. This may not happen frequently, depending on his level of control, but it is impossible not to feel distressed. Therefore, in my thinking, gambling with what you can afford to lose is not a cure-all for emotional distress when it comes to gambling.

You will feel emotional distress at some point if you keep gambling frequently, even with an amount of money that you can afford to lose; that is inevitable. The trick to it is to gamble less frequently with an amount of money that you can afford to lose, then you can be more assured that you would have a lesser chance of being emotionally distressed from gambling. Even if you gamble with little amounts of money you still have to show a lot of discipline to not gamble often.
