Applying blockchain to make government operations and spending transparent is necessary. Any blockchain that is trusted for use will have the opportunity to see the native token's price increase, I'm thinking of ETH, SOL and ADA.

why do you think blockchain will be ETH, SOL, and ADA? It's decentralized and unsuitable for use by government agencies. Let's not forget that blockchain has economic uses beyond cryptocurrencies, so it's a mistake to always assume it refers to cryptocurrencies.

Besides, it's too late for improving transparency with blockchain.

The agency is already being heavily audited for simply handing out taxpayer money to anyone who asks for it. Blockchain would only make sense for future records, but since all aid is halted, then nothing of substance will be added.
