Plagiarism is when you copy a text in Russian and transfer it to a Russian-language forum, and the translation of the text is already a work that has never been considered plagiarism, especially with its own comments. This is how all news sites work, it has nothing to do with plagiarism.
Any copy/paste without citing the source is considered plagiarism. It is a kind of theft of digital goods and there is certainly no justification for it.
Otherwise, this is a forum, a place for exchanging opinions and information, it is certainly not welcome when someone conveys someone else's opinion as their own. It is very disappointing that someone does not understand what exactly is the problem here.

As far as I know, having alternate accounts on this forum is not allowed. There are some exceptions, but they must be made public. Moderators should probably indicate that this is an alt account, maybe they have a better insight into whose it is.
